Committees and Joint Arrangements

Chapter 1: Introduction to Regulatory and Non-Executive Committees

Council will establish a number of Committees, Sub-Committees, Boards and Panels with delegated powers and/or responsibility for various functions of the Council including to discharge the functions described in the “Responsibility for Functions” information also in Part D. (These can be seen in the Structure Chart in Section 3 of the Constitution.)

The following Committees have been established at this time (note – where a Committee of the Council has a permanent Sub-Committee which meets regularly, this is also set out below underneath its parent committee):

  • Audit Committee

  • General Purposes Committee

  • Human Resources Committee

    • Appointment Sub-Committee

    • Employee Appeals Sub-Committee

  • Licensing Committee

    • Licensing Sub-Committee

  • Licensing Regulatory Committee

  • Overview and Scrutiny Committee [see note]

    • Children and Education Scrutiny Sub-Committee [see note]

    • Health and Adults Scrutiny Sub-Committee [see note]

    • Housing and Regeneration Scrutiny Sub-Committee

  • Pensions Committee

  • Standards Advisory Committee

  • Strategic Development Committee & Development Committee

  • Tower Hamlets Health and Wellbeing Board

NOTE - Information about the Overview and Scrutiny Committee and Scrutiny Sub-Committees is set out in Part G Overview and Scrutiny

NB In the absence of any express statutory or Constitutional prohibition to the contrary, all Council bodies listed above may establish Sub-Committees pursuant to section 101 of the Local Government Act 1972 and/or may make specific delegations to officers.

This Part of the Constitution sets out more details for these Committees including General Committee Procedure Rules, Terms of References and any related committee-specific procedure.
